First off, are you on a limited data plan, or an unlimited plan? The reason I ask is that if you turn on the HotSpot feature, depending on your plan, you might or might not get charged for it. I wanted to point that out first.
Otherwise, to use the built in hotspot app, you can just go to SETTINGS | TETHERING & MOBILE HOTSPOT, and you can configure it there. To connect to it from another device, you just need to know the SSID or the "name" of the wireless network that you call it.
