I just activated my Droid Razr and I'm unable to send or receive text messages. Sending and receiving phone calls and emails works fine. Any ideas?

I would call Verizon, it is probably something on there end with your plan that they need to look at.

Plan is fine. Is there some setting on the phone I should check?

I use text messages on a daily basis to keep in touch with friends and family so I understand how important it is to get this resolved. How long have you had this issue? What zip code are you located in? Do you receive an error when sending a message? Are you using a third party messaging application? If so, please remove and retry with the stock messaging application. Please share additional details so I can better assist.
