The GOOD news; try what Ann suggested & see if it helps you.
The BAD news; even at full volume, it is many times just barely adequate from my experience with that phone. Unfortunately both the Turbo & Turbo 2 are a huge disappointment in the call QUALITY department.

Low volume is no fun and we’re ready to get the most out of your headphones nothappycamper. How long ago did you notice the trouble with the headphones? Some headphones have an adjustable volume switch. This can help with some headphones being quiet. Also have you tried different headphones to see if any others are better?
