  As SmashOgre mentioned, that is what I would try. Plug it into a different USB port on your computer to see if it recognizes it. I have seen that with my PC's and connecting phones to them.

None of the suggestions as of yet work. The computer doesn't seem to recognize the phone now that it is running ICS. Apparently we are going to have to wait for a patch to come out from Verizon or Motorola so that ICS can be utilized with the computers.

Mine Worked Fine when i Hooked up to the PC:  You might need to Recheck your Connection or Your Computer..

It does not Show an Option For Charging Only but it was Charging the Short Time i had it on the U.S.B. Cord but as you can see it. It clearly shows the other options.. And the Moto Cast page popped up as well on My PC screen..b33

Its your cable.  You have to use a factory cable/the cable that came with your phone.  I had the same issues last month and was pretty frustrated. Especially after all the problems I had encountered after the ICS install.  I have a bunch of micro usb cables at home, some were from an external battery pack, a couple were spares I bought for my old Droid 2 back in the day.  I guess it has something to do with the pinouts of the cable.  Probly some proprietary sh!t motorola put in.

Anyway, use the cable that came with the phone.  That should do the trick.

The one i used was from My H.T.C Incredible i always kept the Cable in tip top shape and the that bought my Incredible didn't want so kept it and it Worked Fine..

I'm having the same problem.  I have a Razr that I got last December, just updated to ICS.  My factory cable stopped working, mechanical malfunction I think. Just bought another universal micro USB charger with detachable cable from the Verizon store.  When I connect the phone to my PC laptop, my laptop says it cannot recognize the USB device.  It only charges my phone.  I've tried several different ports on this laptop, as well as a different computer.  My USB computer connection is set to "mass storage" - but even when I select media device or camera, no change happens.  I downloaded the most recent Motorola diver software, and still no change.  This is so unacceptable!

Oh, and I didn't try to connect my RAZR to my laptop after I updated to ICS with my factory cable before it stopped working... only with the new cable and nothing has worked.  Also, I restarted my computer and my phone several times during the process.

Does the Motocast application start up when you plug in?

Is the phone Off or On when you plug in?

What OS are you running on PC?

USB has a standard, it wouldn't be Universal otherwise. I have about a dozen micro usb cables from different manufacturers. They all work with the phone. I run 64bit Win 7 and hook the phone to a powered Belkin USB Extender.

Also, I have seen that since the upgrade, It takes about a minute for my phone/drives to sync up. Autoplay shows the phone MOT (M) drive (yours will probably be different) and then the SD card in another Autoplay as the MOT (N) drive.

I also get a periodic short hum from my right channel speakers (5.1 surround) when the phone is hooked up.
