Thanks Smash Ogre Ogre! This works by using the Connect Using Access Point (after drivers are all installed).
Then when transferring a file from phone to PC, my PC needed permission from me to accept the connection. I accepted the connection, chose the folder where i wanted the file to go, and also chose the "Always do this with files from Droid Razr HD". Now i have no problems sending files from my phone to PC.
