Considering this is an EBay phone and you've already tried running in Safe Mode, and you've completed Factory Data Resets, your option would be to either reach out to Motorola for any possible repair options, or to purchase a new phone. We hope this information helps.

The information doesn't help in the least. It makes me think that Verizon won't be my cell carrier going forward.

This model is five years old. The hardware is most likely out of date and Google most likely doesn't support the OS with updates anymore. It may be a struggle to keep it going. This is just my opinion.
