I receive the same error message whenever I try texting. It is Cause Code: 98 and Class Code: 3. I reprogrammed my DI using *228 opt 1. It didn't help. Now what? Just what is CC 98 and CC 3 anyway??

Did this just begin or from the get-go?? Also are you using the receivers ten digit number to text? Do not add the 1 in front.
Try pulling the battery while the unit is on and leave it out for a minute or so, then reistall and power up and retry.
I have seen posts on this issue before but always for Sprint devices.
Otherwise you may need to call tech support from another phone. 800-922-0204 and choose option 3 from the menu tree.

You can try Settings | All Apps | Messages and click on Clear Data and Clear Cache this will erase everthing in this area and see if that works for you. I will REPEAT this will CLEAR all Data that Messages deals but good to try...
