downloads and upgrade problems

I have cleared my data and now i tried to upgrade and even download some apps to my phone but doesn't work at all???/

So the upgrade completed successfully but you can't download apps, or you can't get the phone to power up?  Sorry, but I've read your post three times and I'm not sure what it is the phone isn't doing.
