What causes high data usage

I have a limited data plan for my wife on her Droid 2.  She does not use the phone for browsing, streaming or other frivolous things.  Would location services be gobbling up that much data?  How do you turn off those features?

If you aren't using GPS, then yes, turn off location services (uncheck them under Location Services).  Keep background data turned off and ensure that apps aren't set to auto-update.  You also can install an app from the Play Store like Onavo to help monitor data usage and see which apps are using the most data.
