Are you trying to purchase ringtones directly from verizon? If yes sounds like a block is set up on your line.I suggest calling customer care & having it removed

Where were you trying to purchase the ringtone from?
If it was from Verizon, your account may have a block on it. You can call Veizon CS to look at that issue.
If it was from another site, there is a setting on you phone that blocks downloaded apps/ringtones from non-approved sources (approved being the market.)
