I use a program called AppsOrganizer found on the Market. It's nice and free!

You can also create a folder using just the regular UI.
1. Long press on the home screen, choose Folder.
2. Choose option "New Folder"
3. Tap the folder to open it.
4. Long press at the top of the window where it says 'Folder', this will allow you to rename the folder.
5. In order to add apps/icons/whatever, make sure the folder is currently open.
6. Click the App Drawer icon (up facing triangle at bottom left of screen),
7. Scroll to your app and Long Press on it until the app drawer disappears and it will dump it in that folder.
