ON/OFF button will LOCK UP the Camera...Why?

Does anyone know why the ON/OFF button completely LOCKs UP the Camera?  Bring up the camera and try it!  I do hope that accidentally pressing the on/off button is NOT the cause of any of the previous problems regarding locking up the camera and removing the battery.

While taking photos I accidentally pressed the camera's on/off button and it locked up all of the the camera's functions.  Also I noticed that a padlock symbol appeared in the upper right corner of the display.  Nothing would work until I again pressed the on/off symbol.  It works like a toggle switch to lock up the camera and again unlock it.

I did find it useful to further prevent camera shake and to avoid accidentally shooting a photo while composing the scene.  I say this because I could easily press the on/off button with my left index finger, take my time composing the photo and then press the on/off button while my right thumb was hovering over the exposure button which avoided some hand/thumb movement just prior to pressing the exposure button.  I liked it because my left index finger and right thumb are naturally in those positions just because of the way I hold the camera, a two hand hold.

OTOH, does anyone have a clue what might be the intended purpose of this feature or why this is a feature of the camera?

PS, I did try to see if it locked exposure or locked focus like on my "real" digital camera but no luck here.

It seems to me that VZ or Samsung would have described the why and how of this feature.
