Thank you to the community for your responses. Yes, the Droid X is a Smartphone and does require a data plan. It cannot be activated without one.
I hope this information is helpful. Have a great day!

But they don't allow data blocks and charge nearly $1 per MB. Had a friend who was surprised with a $50 data charge just for his device syncing weather updates.

That's just the price you pay for a smartphone without a required data plan. Give and take.

Just curious - the why buy a Smartphone lik ethe DX ? If she has no need to the DATA and only wants a PHONE, there are much much (e.g., FREE phone) options that only do phone calls. or maybe I'm confused as to what she wants to do with the DX.

Why not the data plan? Get Email...data. Use the net...data. Download and install an apps...data. In short, almost everything one will do with a smartphone uses data. Also remember, Verizon is coming up with a new data plan, or plans. I definitely advise paying the $30 for unlimited data before the new plans come into play.

This is a very good point. With the tiered plans, $30 won't get you hardly any data, as opposed to getting the unlimited plan now for $30.
