What Wildman said is true. When the battery goes to 15% or lower, a computer charge is useless. Use a wall plug and give it at least, at a minimum, four hours before you try to do anything with it.

Wildman is dead on. You are getting that error because a USB connection has to have enough of a charge to be able to complete the USB handshake with the computer in order to charge.
You are not bricked, just give it a few hours charge with the wall charger and you should be back in business.

Actually under this situation if the device is powered off and the user has exit bootloader mode the device should charge because the user hasn't installed a rom or anything to damage bootloader.... Bootloader mode has a safty programming that kicks in on device when the device power is to low.
I believe they should be ok after a good charge.
But if you have a spare battery that should work also...
