I wish to buy the Droid 2 but i have heard from various people that you have to pay 20$ onto the 30$ already being paid for unlimited data because of the hotspot option. is there a way to avoid this option and if i do can i still tether the phone to my laptop to provide my laptop with internet access?

You aren't required to pay the extra 20 dollars just because you have the phone, but if you want to use tethering the only way to tether and be in compliance with your terms of service is to pay the additional service fee.
There are other applications that can help but you need to search the market for them. They can't be discussed here.
