ICS won't help. The skins isn't the problem the media makes it out to believe. To combat the fragmentation the kernel needs to get larger and have legacy support which is missing and why Android overall size is smaller than other operating systems. Windows Mobile 7 for example uses one kernel due to hardware restrictions, and iOS only works on selected Apple hardware(their OS sizes are consistently over 250MB, and Android ranges from 50MB to 300MB).
The problem is the kernel. When Google releases the source code it is coded for 2 devices. The Nexus S and the Nexus One. Manufacturers have to rewrite the kernel to make it work with their hardware. They also have to wait for their suppliers to make drivers compatible with the new OS as well as the new kernel. That could take up to 6 months alone.
Google NEEDS to allow at least the manufacturers to see the code before they release it or restrict hardware.
It makes me sad that these news sites(Most have never played with Linux) will publish something without any real experience with Open Source Projects.

What's the chances things improve anytime soon?
That's up to Google. If they changed a few things with ICS(like allow manufacturers to get code prior to release of new devices, and updates) then it will start with ICS and it may be get better at fragmentation.
If Google just releases ICS as the way they are planning it'll still be the same.

I bought my X2 a month ago and have had similar freeze non-response issues with the keyboard and Touchscreen in general. No one seemed to mention this to me before I bought it. Not even the recommendation of "a better phone." Would have been nice if Retailers had this info available to their employees and shared it with their customers. I would think that makes for a return customer, not to upset or anger them.

I know I am a little late to the party, but I have had nothing but issues since getting my X2. I had an X until the screen broke and got a free upgrade since the X was no longer offered. I cannot count how many times I have had to reset this phone. Seems like everyday I am taking the battery out because it has frozen up. It freezes up on web browser, camera, text message, facebook, phone calls. Nearly everything I do on this phone it has frozen up on me. I have had enough and am about ready to fork out the $$$ for something else!

Any 3rd party apps installed? Most of the problems that people have with Android phones involve 3rd party apps. Obviously it is impossible for Google or Verizon to test the phones against every app out there.
I'd take all the 3rd party apps off the phone and then add them one at a time to try to see if one of them is conflicting with your phone.
I've had my X2 for about a year now without any issues at all. I however don't put any "free apps" from the Google play market on it.
