Can I send photos in a text message without data?

Starting about 3-4 weeks ago, when I receive photos in a text message, I cannot retrieve them unless I turn on Data.  Same thing when I try sending photos.  Before then, I was able to send and receive in WiFi mode.  Yes, I think it was after some sort of update.  How do I fix this?

Multimedia messages such as photo texts require a cellular data connection to send/receive, they won't send/receive over wi-fi, unless you're using Verizon's Integrated Messaging.  They count against your text package, not your data plan.
