VZAccess Manager does not detect WIFI adapter

I work for a law enforcement department. 

 

We use Panasonic Toughbook CF-30s.  This is very common.  They use an Intel WiFi Link 4965AG.

 

Our users do NOT have admin access.  They use limited accounts.  However, the VZAccess application was installed as an admin.  It has been tried 2 ways:  under the admin account, and under the limited user account using the 'Run as...' option.

 

In both situations, while running in the admin account, the VZAccess program does detect the wifi adapter.

 

Once detected under the admin account, logging off and logging directly into the User account results in the wifi adapter being detected.

 

However, rebooting, or booting directly into the User account results in the wifi adapter NOT being detected. 

 

I would assume it is a permissions issue, except that it DOES detect it under the limited account IF you log into the admin first, then log out (not switch, but truly log off) and relog into limited.

Just guessing here, but maybe the wifi adapter needs to be reinstalled while logged in as a user.

The WiFi adapter actually works just fine in the limited account.  It can detect and successfully connect to wireless networks just fine - even while VZAccess is running and claiming that there is not wifi adapter present.
