To ensure the BSOD display stays up:

Right-click on My Computer on the desktop or in the Start Menu, choose Properties
Click the Advanced tab
Click the Settings button in the Startup and Recovery area near the bottom of the window
Make sure "Automatically restart" is unchecked
Ok on all windows saves the setting

I finally found the solution to this problem.  I have a Panasonic KX-MB781 networked printer on my home network and had installed the multi-function software on all my computers.  It turns out that is what blocks VZ Access.  Once I uninstalled the Panasonic software, everything worked.  It turns out the Panasonic software has a printer only option when you install it, and really I only use the print function from the networked machines.  When I install it print only on the laptops, it does not cause trouble with VZ Access, only when I install the full multi-function application.
