USB730L can't download as much data as Galaxy S7 hotspot under same conditions

I use a USB730L and a wireless router to create a hotspot on a boat.  It works OK for web browsing, email, etc. but if I attempt to download a moderately large amount of data, it times out.  It succeeds if I select the minimum amount of data.  If I use a hotspot created by my Galaxy S7, the download succeeds even with a much larger amount of data.  As a test, I tried making a hotspot by plugging the 730L into a laptop and downloads fail in the same way, so I don't think it is the router.  The device doing the download is a navigation instrument that is requesting weather forecast information from an internet service.  I don't know the actual data size, but specifying fewer days makes it smaller.

The tests were all done in the same location and repeated over several days.  The cellular signal strength reported by both the 730L and S7 was about 2 bars.  The laptop is a Microsoft Surface laptop running Win10.  The 730L and S7 are on the same unlimited data plan.  The connection is not lost when it fails.  The download progress bar stalls after a few seconds and the download times out and fails.  It seems like the 730L is applying some kind of throttling on the data flow, but I can't find anything like that under "settings".  Preferred Network Technology is "Global".  Any advice will be appreciated.

More information.  Downloading 4 days of all possible options was 120KB and took 7.35sec using the S7 as a hotspot.  The 730L fails with 1 day of half the possible options.  It works with 1 day of 1 option.  I've since discovered that the 730L is subject to a 15GB limit but the phone is not.  What is the time period of that limit?  Should I change Preferred Network Technology to CDMA?  I am near Seattle but go into Canada frequently.

More information.  When download of 1 day failed using laptop and 730L, 4g/LTE signal strength = -104dBm, 7 SNR, band 4.  730L log contained 8 instances at 10 second intervals of:

modem2d:[MDM_MAIN]:[err] - {mifios_wanevent}: call failed, handle:0 end_reason:1!!​

We want to make sure you have the speeds that you need. Let's take a look at a few different things. Are you having these kinds of speeds all the time? Or does it seem to slow down later on in your bill cycle. With the Unlimited Plan the USB devices would allow to have 15GB of data at 4G LTE speeds. Once you reach that limit the speeds will be slowed down to 600 kbps until the start of the next cycle. Please keep us posted.

I just tried downloading ~30KB and it failed.  My total usage on the USB modem number after the failed download is 0.10GB.

Even if speed were reduced to 600kbps, downloading 30kb should take much less than a second.
