SIM card rejected on 9630 in Germany

Just picked up this Blackberry Tour for Germany. The Verizon Wireless sales agent assured me it would work in Germany.
But I can not connect to any networks and my devices says SIM card rejected with SOS signal.

Did you get the SIM card activated and programming with Global Support before leaving?

Perhaps I didn't. I assumed the sales rep set me up and I was good to go.
