Considering this phone for my 16 year old. Is it capable of providing some sort of navigation like Google Maps? If so, is it as reliable as maps on a smart phone? Thanks for your input.

That phone is not a smart phone and doesn't do apps from the google store. You can download the manual online to check.

The device does have GPS location but does not have a navigation application preloaded nor can you download a navigation app.

This should be possible by using the phone's web browser to access a web-based navigation tool (like Google Maps). However, it would be cumbersome to use, due to the small screen size and T9 keyboard.
Unless your 16 year old is really into retro cell phone technology, they will probably not be too happy with this phone. Even for an old flip phone enthusiast like myself, I find this phone too clunky for my liking (it is much larger than OG flip phones). Unfortunately, there are currently very limited choices for flip phones that are 4G compatible.
