HELP!!!!!! Just spent hours on the phone with Verizon "customer service" and couldn't get the device activated without a data plan.
We get conflicting information from the website, online chats, and calls to different "customer service" reps.

Both of those phones are now considered basic phones, so if you're putting them on post-paid accounts, they do not require data plans. However, if you're putting them on pre-paid plans, data plans are required.

The only way to avoid the data plan for those phones is to add a data block.

We could not find a way to activate the EnV3 without adding a data plan to the line. We added a $10 data plan, activated the phone, then called customer service to cancel the data plan and block the data. The phone now works and we have no data plan.
My wife is very frustrated with how this was handled by Verizon. When she called before buying the phone she was told that no data plan was required. The online chat said the same thing. Almost all of the posts say it. But when she called to activate it she was repeatedly told that a data plan was required. When she asked if they could cancel the data plan after it was activated, she was told the phone would be deactivated. She was talking to the highest ranking supervisor she could request.

I used an ENV3 data free for 3yrs so no it does not require data at all. I was using it data free up until 4 months ago then I switched carriers to get a smart phone. I bought mine before they required data on it then after I bought they dropped that you needed data for that phone. I got my husband a used one last Christmas and the store activated it data free for me and my friend bought a used one a few months ago and activated it data free. If it's not working online to activate it call from another phone or go into a store but there is no problem using this phone without data. Mary
