Touchscreen is not responsive but iphone is working. Can I copy apps to a replacement iphone

The phone rings, dings, reboots but the touch screen is dead.  Cannot even slide to power off. 

Is there any way, including a backup to PC, that can be used to reload my apps and app data?

Yes there is. Download iTunes on your PC and then plug your iPhone into the PC. Open iTunes and run a backup. This will save a complete copy of your phone in the iTunes program. Plug your replacement iPhone into the PC, open iTunes and you can download your backup to the phone.

Making sure you're able to transfer your apps successfully is important, HopeMcloud.  We'd be glad to assist in providing you the steps you need to get your apps transferred to another iPhone.  You can transfer your content by using iCloud or iTunes.  You first have to back up your content via iCloud or iTunes and then you can transfer your content to the replacement iPhone.  Use the following link https://support.apple.com/en-us/HT201269  to learn how to perform the device back up and transfer of content.  Let us know how it goes.
