Today I purchased an i-phone SE due to my I-phone 4 refusing a charge

The charging port on (4) appears to be messed up.  Several months ago I down loaded the (4's) contents onto my desktop Windows 7.

How do I retrieve the data on the old phone and downloaded it onto i - phone [SE]?

Is it possible that you turned on iCloud backup on your phone?   It'd be in your settings menu on the iPhone 4....    if so, you can move everything over from iCloud.  

Or did you back up to the Verizon cloud using the free Verizon Cloud app?

If you have a backup in iTunes or iCloud you can restore that backup to your iPhone SE. Anything newer will be removed and the backup will be installed on the device.

I'm not aware of how you could have backed it up directly to a Windows 7 desktop.
