SIM Card swap for international travel

I have an iPhone 6 and I was wondering if I could still have voice and data if I swap my sim card with a local carrier in the country I'm traveling? If so, what are the limitations?

You may be able to get service with other carriers Sim also and then whatever their rates are.

I rented a SIM card for use in Israel. My Verizon Samsung S4 worked flawlessly except -- (isn't there always an except?!?!) -- I was unable to dial Israeli "shortcuts", that is, numbers that started with * Can you help?
