I just got a new iPhone SE with Verizon to replace the 6 I had with AT&T. I have contacts in my phone that do not have iPhones that I was able to text on my previous phone, but now the messages are not going thru. I have done all of the trouble shooting I can find online (turning iMessage on/off; reset network settings, etc...) and still no luck. Any ideas?

To clarify by 'not going thru' do you mean it appears as sent on your end, but the other party never receives the text? Or are you receiving a failure indicator or error message on your end with the messages?

To clarify - yes, when I am attempting to send them I get the red exclamation point and "not delivered" text. And I am unable to receive messages from them - they get an "unable to send" also. After a little more investigation with iMessage turned off, I cannot message anyone, not even other iPhones on my same account.
