Being able to control what's using data is crucial to keeping your usage in check, Becky. This issue is often caused by the new iOS loading corruptly due to something interrupting it, etc. A surefire way to fix this is to run the device through recovery mode via iTunes on your computer. I'm not the only one having this problem, theres alot of other people having the problem and it's a bug in iOS 9 and iOS 9.0.1, Apple is aware of this problem and there working on a fix
