Txcrazy30 - no use of your phone and its functions is certainly no fun. It'll be my pleasure to get you back up and running normally with your iPhone. The first thing you'll want to do is back up your device to iTunes as follows: http://apple.co/1IfthtF. Next, you'll want to restore your device as a new iPhone (to ensure the issue doesn't return) and then add your saved content back to your device via your iTunes backup file: http://apple.co/1Oxcgmp

I can't access that and last time wth the 5s I had to do that and lost

I Am having the same issue on my iPhone 6 Plus. My phone service also goes off and the sim needs to be unlocked.

I completely understand your concern in not wanting to lose all your data, Txcrazy30. Backing everything up will prevent you from losing anything. However, let's see what else we can do first.
When was the last time you were able to use data on your phone? Are you getting any kind of an error when you try to use? Are you the Account Owner? If not, there could be some blocks if certain data limit has been reached.
However, please elaborate on what exactly happens when you try to use, as well as location so we can better assist. (zip code, indoors, outdoors, etc.)
