How to get Apple Watch Series 3 LTE to send/receive text messages over LTE?

I am able to make/receive phones calls on my watch over LTE.  However, I am not able to send/receive text messages on my watch when it is in LTE mode.  Anyone know how to fix this?  I updated my watch to 4.01 and tried a hard-reset but neither worked Smiley Sad  My phone is also on and connected to LTE/wifi.

Texting is my #1 form of communication. So, I'm sure this has been frustrating. I'm on the scene and eager to help right away. What happens when you try to send a text message, do you receive an error message? Are you able to send/receive iMessages successfully? Or is this happening with any message type (iMessage/SMS)?
