How do I make sure both lines on my account are under my Apple ID? My 2nd line is my husband's phone and I want to share the Apple ID with him and then each have our own iCloud account.

I don't believe that is possible. You can only be logged into one Apple ID at a time and if you want to share text messages and phone calls and cloud, you'd just use the same Apple ID across the board.

You should each use your own Apple ID in your phones, (but it is possible to have one Apple ID on multiple devices. )
IF you want to share purchases, that's easy. Apple started the Family Share option with iOS 7 that allows you to purchase apps on one account, but everyone in the family share group can use them.

YOu will note it can be set up with or without approval, for children.

Not recommended to share Apple IDs across phones. Things start to get messy really quick. Best to use Family Sharing as advised above to share purchases.

You can share the same iTunes ID. But iCloud, iMessage and Facetime ID's should be your own. Otherwise, you run into problems.
