I have an Apple Phone. We also have a work supplied Verizon hotspot, so we do minimum data plan on the phones and leave cellular data off most of the time.
I have recently tested and found that if someone leaves a voicemail from another Verizon phone , or a voice-over-ip phone - you don’t receive the voicemail UNTIL you turn on cellular data. Is there a setting I need to do on my phone to fix this issues ?

Unfortunately, the visual voicemail system used by Apple requires a cellular data connection to check and retrieve the voicemails from the Apple servers.
