Can you block a phone, not just a number?

someone has a texting app and keeps texting me from all number I bock every number but at this point i need to know is there a way to block a phone, not just a number

If someone is texting through use of a spoofing app or mechanism then you could only block using filters such as area codes (if they stay the same) but then you might lose the ability to receive texts from others in the same area code.

Just let the caller know that if they don't stop they will be reported to the police for harassment.  Most of the time, just the threat of the police getting involved will be enough.  And, if they don't stop, call the police on them.
