Can I turn on Find iPhone without actually having the phone?

My daughter has a line on my account and I can't see her when I look at Find iPhone, it may be turned off. Can I turn it on without having the phone?

Find my iPhone finds devices that share the sample AppleID or or if Family Sharing is set up for a group of AppleIDs.  It has no relation to being on the same Verizon account. 

And you can't turn on Find My iPhone remotely. It must be turned on from the device.
