I'm eager to get this resolved, fosbury. Do you have a Watch connected to your iPhone?
Also, please go to Settings> Do Not Disturb> Allow Calls From> you can select Everyone, No One, Favorites, or All Contacts. Please let me know if you have it set to Everyone.

I had the same problem repeatedly since November 2019. Verizon admitted this past week there is an issue on some accounts with iPhones connected to a cellular Apple Watch. Issue is finally fixed by verizon removing cellular service for phone. This means watch cannot operate independent of iPhone. Making due for now. Verizon support said they would reach out when there is a fix in place....one week and counting....
