They are all unlocked all 4G phones are required by regulation. Didn't matter if you are on a old or new plan.

That a negative. Those are boot loaders which are different than unlocks. No preloaded software can be removed no matter where in the world.

That's a manufacturer option. Unlocked means, not locked to carrier. Locked bootloader means you cannot modify the root files and directories (remove "bloatware.") Has nothing to do with a carrier.
