I currently forward voice, and texts via "sms forwarding" app, to another phone. Will Verizon Call Forwarding and SMS Forwarding app work without the $40 data plan?
Smartphones require a data plan to stay in service.
You can use call forwarding with a basic phone and it does not require a data plan. There is no text forwarding though, without an app,and an app assumes you have a smartphone, which requires a data plan.
