I have a Samsung S4, which I bought from Verizon at full price. Now I have moved to Samsung S5. I am unable to use my Samsung S4 with any other provider. When they try to look up my IMEI to activate, they get an error.
When I call Verizon Wireless, they keep saying that it does not require unlocking.
I am not sure whom to believe. Is it truly unlocked or it is one of Veirzon's sales pitch?

All Verizon Phones are unlocked. Did they input the number wrong?

Even though it is unlocked, it may not have the proper bands to work on another carrier. Don't remember offhand what the S4 has.

The device is unlocked. The carrier you are trying to activate it with (their database) does not have your IMEI number in it , hence, the error. You need to put an already activated sim card into the device to receive service from that carrier.

Here is the thing
1. FreedomPOP is the service I am trying to use my old phone on. They have a website where I can check if my phone can be used with their service.
2. When I put in my IMEI number, it gives an error. After talking to their helpdesk(last night), they explained that either Verizon has not unlocked the phone, or that Verizon has marked that IMEI number as lost or stolen, so no one else can use it.
So, now I am not sure what to do....

Just to make sure, you've disconnected the phone from your Verizon account completely and you don't owe them any Early Termination Fee's or past due amount on the bill?
Since it's a Verizon phone, why don't you check the number on Verizon website:

I am still using Verizon Wireless. I have a new phone Samsung S5 and I am still using the same phone number.
I do not owe them anything on my S4, since I purchased the S4 from Verizon at full price.
How do I check the IMEI number on Verizon website?

It has nothing to do with VZW. Since that IMEI was made by Samsung for the VZW network only VZW has added it to their database as a recognized IMEI. FreedomPop will not have it as a recognized IMEI because it is not in their system.

Check there to see if your phone will activate with Verizon; if it's marked as blocked etc. It shouldn't allow you to go through the process, just don't sign up for an actual plan.
