I will be traveling overseas next week. I have an LG vs920 android.
Is there any way I can access my phone overseas for my contacts only, without incurring " ANY " charges?
I do not need voice, text or data, only access to my contacts.

You should be able to put your phone into Airplane mode (or some similar name). This prevents cellular data and so no charges.
Note that you can also use your phone with wifi abroad, without incurring Verizon charges. But if all you really want is contacts, do airplane mode.
Also, looks like this phone is CDMA/LTE only, so if you are going to a GSM place, you should be fine even if you leave the phone fully on.

Hi BersaCC,
The info given by silver6056 is correct. The best option is to place the phone in "Airplane Mode" to avoid any unwanted usage. To do this on your model please go to Applications -> Settings -> Wireless & networks -> Airplane mode checked to be on. You will see an airplane appear where the signal normally is. Have a safe trip!
