international sims card

my husband is in France and bought an international sims card for his Galaxy 5 phone.  Once he installed it an error keeps popping up "sims card unknown source".  I had him go through the settings and check unknown source but the error still appears.  I have contacted Verizon to verify his phone was unlocked.  He took the card back to the s

he should ask the local company how to adjust settings to use the local SIM card. The default settings in the phone still say Verizon, etc...
