i dropped my Droid Mini in a cup of water and it worked fine,it had already had a cracked screen when it fell in the water, i was able to turn it on and off again, i had it on the charger and everything was working fine, except the led notification light would flicker different colors like red, and blue, and white, and not turn off, but then i took the sim card out to check for water damage, while the phone was off, saw that the strip indicator for water damage was untouched, so i put it back in and now the screen wont turn on and the led notification light stays lit a constant blueish/purple color, will rice help, or anything at all, or should i just replace it all together?

You're likely too late for the rice trick, but you can try it. Powering the phone down, pulling the battery (if possible), then putting the phone in rice for 24 hours should be the very first thing you do when you drop a phone in water.

I'd pull the SIM also. That however doesn't need to go in water.
I washed an ipod and do this and it still works.
