2.1 was actually just released a short while ago. (Yes, I'm sure the OHA (Open Handset Alliance) members had it for a little while before the Nexus One was released, but I'm also sure the source code was still in a state of flux right up until a couple days before the N1's actual release with minor tweaks and bug-fixes.)
This is the year that will differentiate the phone manufacturers and carriers. Watch to see which companies are first in releasing update as each comes out. Also when two carriers have very similar models (Sprint with the Hero, Verizon with the Droid Eris will be an excellent example.) see which carrier restricts updates for an excessive time frame, which pushes HTC hardest for updates.
Another excellent comparison will be when the Nexus One is released on Verizon - Both the GSM and CDMA versions of the Nexus One will be pretty comparable as to when the updates are made available from Google to the respective carriers. (I suspect they will likely be released on the same day by Google.) See which carrier gets the updates out to their customers first. (Or maybe Google will push the updates via PC or download directly to their phones - we will have to wait and see on that.)
When it comes time to replace your phone or renew your contract, keeps these times in mind and vote with your dollars.
What I've already observed about a couple of the companies selling Android phones:
Motorola came out with the 2.0.1 "bug fix" release pretty quickly, I'd give them a B+ If they get the 2.1 update out within the next week, I'll give them an A+ for this semester, next 2 weeks, they just get an "A"
HTC's bug fix response wasn't bad, but introduced a couple new bugs, and no really enhancements.
HTC is *just now* getting around to complying with the GPL2 by releasing the source code they used to compile the Linux kernel on the HTC Hero. That is pretty unacceptable in my opinion, I'll give them another chance with the source for the 2.1 update, just in case they were re-organizing branches of the software tree with the fairly rapid-fire releases of 1.6, 2.0 then 2.1 If they took this time to actually "regroup and reorganize" so that subsequent releases will come faster I am willing to over-look a 1-time snafu on their part. (After all, 1.5 to 2.X added the "official" CDMA code to the kernel, which not only affects the chip-set, but the GPS and aGPS functionality as well. I'm sure there were some huge underlying changes to make and test.) Right now I'd give HTC a D rating (1.6 was out LONG before the Eris was released, but I think they have the *ability* to improve to a "B+" on their phones with Sense UI. Again, I hope they took this "time off" as a learning lesson and have re-grouped. The next couple of Android releases will tell.
Samsung, on Sprint, took months to fix a pretty *serious* flaw with AGPS and E-911 location determination, not to mention the terrible battery meter problem causing the screen to go to 50% brightness only after a few hours of use, and trust me, an AMOLED display at half-brightness is worthless in any kind of light. I, personally, do not think I would *ever* consider an Samsung phone in the future, after seeing this, and hearing about other software update problems with their other non-android products. Also, when they released the source code to comply with the GPL, my understanding is is was pretty much in shambles, like it was copied from some developer's personal repository from a windows machine by someone who didn't have a decent grasp of Linux's directory structure. No wonder it took so long to fix some serious bugs.
I really hope that Google gives us dates as to when source for each subsequent release is "finalized", so we can see how these other manufacturer's compare to the official releases for the official "Google designed/supported" phones. I'd pretty much guarantee you that all of the OHA members have full access to the source code and it's changes as each modification is committed.
2010 should be a very good "weeding out" time and *I* will be looking at this as my primary consideration when deciding on which phone to get this fall to replace my Moto Droid with. I hope those of you who are anxious for updates will do the same to send a message to the phone manufacturers and carriers.

[edit] 3.0 Was/Is still a speculation, and, even if it were real it probably was a test from a Google developer/employee/regular developer who was playing a prank.
HTC is planning to release it. It seems that most people complaining have *no* idea what it takes to actually release an update with that big of a change.
It'll come, relax.
