I bought a 32 GB MicroSD card to supplement my Core Prime's 8GB capacity. But when I try to download files or update apps, I have gotten a message saying the phone is full, implying that the phone is trying to send all (or at least most) data to standard memory. How can I direct downloads to the MicroSD card as a default?

You can send files to the card such as documents music video but you cannot send apps to the card. this is an Android restriction. You can use a computer and plug in the phone and then open the contents of both the internal and external memory and then cut and paste media from the internal to the external card. Only way to free up internal memory is to delete apps and move non-apps to the card.
