Why so long for icecream sandwich updates? Why make the announcment 6 months early?

Besides cluttering up Twitter with useless breaking news why do they make an announcement 6 months before updates ready ? Getting tired of all the Bull spewed by them. >Post edited to comply with ToS<

because if it came out too early and broke your phone you would write this same thread

dont worry, ICS won't really add anything useful to your phone anyway
