What phone do you have? What does your phone show for the data connection? What service are you using?
That usually indicates a poor wifi or cellular signal. You may be too far from your wifi router/modem. Check your Cullular reception in your status bar. Is it low? On iPhone, 1 dot would be low. Reboot your wifi router/modem. Unplug for 1 minute, then if back in.
