Why can't I download keyboard inputs for other languages?

When trying to download a new input language for the Samsung keyboard, the download stops at (100%) and does not complete.  The language is temporarily usable, but the download never completes and restarting the phone or checking the keyboard for updates will remove the language.  Factory reset did not solve this problem. How do I fix this?

You might also want to try downloading a different keyboard particularly the SwiftKey keyboard and download a language pack for that keyboard to see if you experience the same problem. The reason I suggest SwiftKey is because the Samsung keyboard is actually built on the technology used originally designed for the SwiftKey keyboard. It is possible that they might use the same language packs and the Samsung download had a flaw in the transfer.

Jerry, try to run the Verizon Wireless Software Repair Assistant for the Samsung J3 you have. It is worth a shot. This way if it doesn't resolve the issue you can contact VZW and explain the steps you have completed. Also, if there is a Best Buy in your Area with Samsung located in the bulding you can ask them about resolving the issue as well.

I had the same issue as Jerry00.  I tried to download Japanese and it kept loading even it showed 100%.  I took my phone to Verizon store and showed your suggestion, and a tech guy tried to download SwiftKey to see if it worked.

IT WORKED!!  Now I can use Japanese keyboard no problem.

Jerry00,  download SwiftKey and it will solve the problem most likely.  I reset my phone to manufacturer's  condition, and it stil did not solve the problem, so there is some sort of unknown glitch on Samsung keyboard soft as Ann154 suspected.  So ditch that and use SwiftKey.  It worked on my phone.
