Why are those listed in People folder not listing as Contacts?

I am trying to back up my Contacts but it only does 45 out of 210 listed in my People folder.

How do I get People to be listed as Contacts?

Are those other contacts saved as Gmail contacts so the Backup Assistant through Verizon Wireless won't save anything else besides the Phone only contacts?
