Do you have wi-fi turned off and mobile data turned on?

I'm not familiar with that exact tablet, but does it connect to 4G and Wi-Fi? What are you connected to when you're downloading the update?

I'm having the same problem. About 520 every evening I get the 'Downloading update package'  (FOTA according to the 'App Info' button), which stays @ 0%.  This FOTA App (that I didn't upload) doesn't give an 'Uninstall' or 'Disable' option, so I can reload it correctly.... AND to make it even more of a problem.... following Verizon Community advice, after I turn off the 'WiFi' off, the 'Mobile Data' won't turn on!!  Help! Anyone?!!
