One of the things that happened with the recent update of the Stratosphere (to version FF1) is the general disappearance of the ability of wallpaper to scroll through the 5 homescreens. However, I found a live wallpaper today that partially overcomes this. It's called Season Fall Live Wallpaper, by SoundOfSource (https://play.google.com/store/apps/details?id=de.toar.livewallpaper.autumnlake.free). Even the free version allows for setting the manner of scrolling. I found that the "Smart scrolling" and "Regular scrolling" settings did not work, but that "Calculated scrolling" does allow the wallpaper (which is a very beautiful autumn scene at a lake) to be scrolled across the 5 homescreens.
Obviously this won't help if your favorite wallpaper doesn't support this. But if you're looking for live wallpaper and you like scrolling, there is at least one developer who has found a way to make it work. In fact, they make a point of it, stating on the Play Store page that their wallpaper "supports home screen scrolling on all [!] devices."

My suggestion was to go with a different Launcher, like Go Launcher (https://play.google.com/store/apps/details?id=com.gau.go.launcherex) or ADW.Launcher (https://play.google.com/store/apps/details?id=org.adwfreak.launcher). Most launchers have the scrolling wallpaper capability, and I think Samsung/Verizon simply removed it from the TW Launcher (TouchWiz).
Thanks, I wasn't aware of that. Very odd that they take out useful capabilities (and don't mention that they're doing it!) in an "update."
Is Go Launcher made by the same people as Go Keyboard? I used to use the latter, but uninstalled it after it started pushing ads to the notification area.
