Replacement phone is unable to activate

I received a Droid Maxx as a replacement for my Razr HD (I'm guessing the difference in phones was due to the Razr no longer being available, although I may be wrong) The phone came with a pre-installed sim card and i was also sent a new sim card in a separate package. After allowing the phone to get to room temp and charging, I turned it on to activate. Tying both the new and pre-installed Sim card, the phone is unable to activate my account. (I seated and re-seated the cards several times to make sure of a correct install, also tried both powering off and on and reboot to no avail).

Without a access to a phone or car, am I stuck until I can get this to a store, or are there other options that I can try first?

Did you attempt to use the sim card out of your old phone?

It is a larger Sim card - doesn't fit in the new phone.
